We build websites by combining a specialised design, chosen by the client, with a database system designed by us which allows a great deal of flexibility in the website's content.
The design is made available to the client on a special web address on what is called a "staging server". This will mostly require access by a password, as we don't want Google (or competitors) finding the website before it is ready for prime time.

The saying "you get what you pay for" is not always true.
The thing you should consider is that you are undertaking a kind of business partnership with a web company, so it is not just about an initial price.
You need to make sure that:
1/ The company is genuine
2/ They have been around and will be around a while
3/ The quality of the work shown is up to scratch
4/ Everything will work as shown
5/ There are no hidden costs
Strangely enough the websites we often see problems with are those that don't charge enough or don't charge a monthly hosting fee.
There is no such thing as "free hosting" unless it is cloaked with advertising.
Many clients who come to us with issues have tried to go the cheap or free monthly payment route.
Our philosophy is based on a very reasonable up front charge and a monthly charge which covers our large investment in systems and the best hosting package available.
